Organisationaler Wandel in Buchverlagen : Ergebnisse von Fallstudien

2020|DOI: 10.48548/pubdata-1330Die vorliegende Studie untersucht anhand von drei Fallbeispielen, wie Buchverlage mit den aktuellen Entwicklungen im E‐Book‐Bereich umgehen. Der Analyserahmen wurde innerhalb eines Lehrforschungsprojektes entwickelt. Zur Erfassung der betrieblichen Situation wurden in den drei Verlagen, die sich an unserer Studie beteiligten, 9 Interviews (+ 3 Interviews mit den Geschäftsführern) geführt. Als zentrales Ergebnis kann gelten, dass alle drei Verlage die Entwicklungen aufmerksam beobachten und eigenständige Lösungen entwickeln. Dabei kommt es allerdings zu durchaus unterschiedlichen Einschätzungen und auch im gewählten Verhaltenskurs werden je eigene Akzente gesetzt.

2020|DOI: 10.48548/pubdata-1329Der Grund dafür, eine neue Stelle in einem Unternehmen zu suchen und anzunehmen, ist selten darin zu finden, dass man sich über seinen zukünftigen Vorgesetzten Gedanken gemacht hat, häufig ist es allerdings dann der im Arbeitsalltag erlebte Vorgesetzte, der den Grund dafür liefert, das Unternehmen wieder zu verlassen. Unsere Studie befasst sich mit der Qualität der Vorgesetzten-Mitarbeiter-Beziehung. Eine gute Vorgesetzten-Mitarbeiter-Beziehung lebt davon, dass sich die Beteiligten gegenseitig unterstützen, dass sie fair miteinander umgehen und davon, dass sie sich um das zwischenmenschliche Klima bemühen. Eine schlechte Führungsbeziehung beeinträchtigt nachhaltig die Stimmung bei der Arbeit, erzeugt Stress und beschädigt vor allem auch die Beziehung des Arbeitnehmers zu seinem Arbeitgeber. Die Beurteilung der Führungsqualität bestimmt sich aber nicht nur am unmittelbaren Verhalten des Vorgesetzten gegenüber seinen Mitarbeitern, große Bedeutung für die Wertschätzung der Führungskraft durch die Mitarbeiter hat die Frage, ob der Vorgesetzte als fachlich kompetent erlebt wird. Dabei ist zu beachten, dass die Beurteilung des Vorgesetzten nicht in jeder Hinsicht objektiv ist, sie ist nicht selten Ergebnis einer „Projektion“, die dazu dient, einer konkreten Person (berechtigt oder nicht) die Verantwortung für eine unbefriedigende Arbeitssituation zuzuweisen.

Arbeitgeberverhalten in der Wirtschaftskrise : Ergebnisse empirischer Studien in den Monaten April und November 2009

2020|DOI: 10.48548/pubdata-1327Die Ergebnisse, über die im Folgenden berichtet wird, wurden im Rahmen von zwei Meinungsumfragen ermittelt. Die erste Umfrage erfolgte im April 2009 und befasste sich mit der Wettbewerbssituation von Arbeitnehmern,1 die zweite Umfrage richtete sich auf die Beurteilung der betrieblichen Sozialordnung und wurde im November 2009 durchgeführt. Ergänzend zu den genannten Hauptfragen wurden in beiden Studien (gewissermaßen im „Huckepack“-Verfahren) jeweils identische Fragen nach den beruflichen Folgen der Wirtschaftskrise gestellt. Eine der Fragen befasst sich speziell mit der Berücksichtigung von Arbeitnehmerinteressen in der Krise durch die Arbeitgeber, worauf in diesem Bericht etwas näher eingegangen wird. Zuvor werden jedoch die Ergebnisse der beiden Umfragen gegenübergestellt, die sich ganz allgemein mit der Arbeitssituation in der Wirtschaftskrise beschäftigen.

Die wirtschaftliche Krisenlage in der Beurteilung der Arbeitnehmer: Ergebnisse einer Online-Befragung

2020|DOI: 10.48548/pubdata-1326Die Ergebnisse über die wir im Folgenden berichten, wurden im Rahmen einer Studie über die Wettbewerbssituation der Arbeitnehmer ermittelt, die im April 2009 durchgeführt wurde. In dem hier vorliegenden Kurzbericht befassen wir uns mit der etwas spezielleren Frage, wie die Arbeitnehmer die augenblickliche Krisenlage beurteilen. Insgesamt zeigt sich eine nicht unbeträchtliche Verunsicherung. Optimismus ist eher selten, viele Arbeitnehmer berichten über eine Verschlechterung des Betriebsklimas, fast jeder zweite der Befragten ist nicht sicher, ob er seinen Arbeitsplatz behalten kann, etwa jeder achte geht sogar fest davon aus, ihn zu verlieren. Die Kommunikationspolitik der Arbeitgeber wird vielfach als unbefriedigend wahrgenommen und fast die Hälfte der Befragten hat den Eindruck, dass ihr Arbeitgeber bei Maßnahmen der Krisenbewältigung wenig Rücksicht auf die Interessen seiner Arbeitnehmer nimmt. Zu einem vollständigen Bild gehört allerdings auch die Feststellung, dass die Arbeitnehmer – was ihre persönliche berufliche Zukunft angeht - insgesamt durchaus zuversichtlich bleiben.

2020|DOI: 10.48548/pubdata-1325Ziel der Studie Die vorliegende Folgestudie knüpft an die Untersuchung zur Wettbewerbssituation der Arbeitnehmer an, die letztes Jahr ebenfalls im Frühjahr durchgeführt wurde (Martin 2008). Sie befasst sich mit der Frage, welchem Wettbewerbsdruck Arbeitnehmer ausgesetzt sind, wie sie diesen empfinden und wie sie damit umgehen. Außerdem wird untersucht, in welchem Ausmaß die Arbeitnehmer betriebliche Positionen besetzen können, die ihrem Qualifikationsniveau entsprechen. Der Schwerpunkt der folgenden Ausführungen liegt auf der Frage, ob sich im Vergleich zum letzten Jahr deutliche Veränderungen erkennen lassen.

2020|DOI: 10.48548/pubdata-1323Abstract Es ist ein verbreitetes Vorurteil, dass kleinere Unternehmen weniger gut geführt werden als größere Unternehmen. Empirische Unterstützung erfährt diese Auffassung durch Erhebungen, die zeigen, dass kleinere Unternehmen das vorhandene betriebswirtschaftliche Instrumentarium nicht in gleichem Umfang nutzen wie größere Unternehmen. Der vorliegende Beitrag zeigt, dass dieser Tatbestand nichts über die Qualität der Unternehmensführung aussagt. Die Unternehmensgröße schafft zwar unterschiedliche Handlungsvoraussetzungen. Die Fähigkeit effiziente Handlungsstrukturen zu entwickeln bleibt davon jedoch unberührt.

Als Grundlage unserer Ausführungen dienen die Ergebnisse einer Befragung kleiner und mittlerer Industrieunternehmen.

Das strategische Entscheidungsverhalten von kleinen und mittleren Unternehmen

2020|DOI: 10.48548/pubdata-1322Zielsetzung der Studie Kleine und mittelständische Unternehmen (KMU) gelten als notorisch strategieabstinent. So ermittelte in den 80er Jahren beispielsweise die Stratos-Forschergruppe nur bei einer kleinen Minderheit von KMU (nämlich bei etwa 11%) die Existenz einer „strategischen Planung“(Bamberger u.a. 1990, 88). Wesentlich günstiger fallen dagegen die Ergebnisse einer neueren Umfrage des Instituts für Mittelstandsforschung Bonn aus. Danach verfügen immerhin 54% der befragten mittelständischen Industrieunternehmen über eine schriftlich fixierte Unternehmensstrategie(Kayser/Wallau 2003, 88. Eine frühere Studie des Instituts für Mittelstandsforschung Lüneburg kommt zu einer ähnlichen positiven Einschätzung. Die Mehrheit der befragten Industrieunternehmen erarbeitet durchaus Strategien, die „…als Grundlage des Alltagsgeschäfts“ dienen.

Eskalierendes Commitment

2020|DOI: 10.48548/pubdata-1321Begriff Mit dem Begriff eskalierendes Commitment beschreibt man ein Phänomen, wonach sich Menschen oft von einem einmal eingeschlagenen Kurs (d.h. einer konkreten Verhaltensweise, einer Verhaltensstrategie, einem Handlungsmuster) nicht abbringen lassen und zwar selbst dann nicht, wenn sich immer deutlicher abzeichnet, dass der eingeschlagene Kurs in die Irre führt. Unter Commitment versteht man die Festlegung auf ein bestimmtes Verhalten. Sich auf ein Verhalten festzulegen ist unumgänglich. Wenn es denn überhaupt möglich wäre, sich auf gar nichts festzulegen (also keinerlei Commitment aufzubringen), könnte man nicht ein einziges Ziel erreichen, ohne Commitment gibt es kein Handeln und damit auch kein Überleben. Commitment ist also ein „normales“ Phänomen. Problematisch wird Commitment allerdings dann, wenn man es nicht auch wieder aufgeben kann, wenn es also gewissermaßen eingefroren ist und sich gegen bessere Einsichten verschließt – oder sich vielleicht sogar verstärkt, also eskaliert, gerade dann, wenn es eigentlich geboten ist, sich von seinem Commitment wieder zu lösen.

2020|DOI: 10.48548/pubdata-1320Abstract Der vorliegende Beitrag beschäftigt sich mit den Arbeitsbedingungen von Unternehmern. Grundlage des Berichtes sind die Daten des European Survey on Working Conditions aus den Jahren 2000 und 2005. Vorangegangene Analysen zeigten, dass es eine nicht unbeträchtliche Spannbreite in den Arbeitsbedingungen von Unternehmern gibt. Eine wesentliche Bestimmungsgröße für die Aufgaben von Unternehmern und für die daraus resultierenden Belastungen ist die Unternehmensgröße. Je kleiner das Unternehmen, umso stärker gleichen sich die Arbeitsbedingungen von Unternehmern und Arbeitnehmern. Mit zunehmender Unternehmensgröße steigt der intrinsische Gehalt der Arbeit, es deutet sich allerdings auch an, dass in größeren Unternehmen die intrinsischen Anreize für Unternehmer zurückgehen.

Nicht selten verzichtet sie von vornherein auf den Versuch, der Vielschichtigkeit des Entscheidungsphänomens gerecht zu werden und begnügt sich mit einfachen Modellen, die gar nicht den Anspruch erheben, die Wirklichkeit abzubilden. Zahlreiche Beispiele hierfür liefert die mikroökonomische Theorie.

2020|DOI: 10.48548/pubdata-1315Der vorliegende Beitrag ist ein kurz gefasster Ergebnisbericht über eine Umfrage unter hochqualifizierten Arbeitnehmern über ihre Wettbewerbssituation auf dem Arbeitsmarkt und im Unternehmen. Der Bericht geht auf die Stellensituation sowie auf den empfundenen Wettbewerbsdruck ein. Ein weiterer Fragenkomplex befasst sich mit der Frage, ob die Beschäftigung als adäquat empfunden wird. Behandelt werden außerdem verschiedene Verhaltensreaktionen der Arbeitnehmer. Herausgestellt wird schließlich, dass es ganz maßgeblich auf die Qualität der Arbeitsbeziehung ankommt, wie sich die Arbeitnehmer gegenüber ihrem Arbeitgeber verhalten. Affekte, Urteile und die Teilnahmemotivation

2020|DOI: 10.48548/pubdata-1317Der vorliegende Beitrag befasst sich mit dem Verhältnis von Gefühl, Urteil und Verhalten. Konkret geht es um die Beziehung zwischen der emotionalen Befindlichkeit bei der Arbeit und der Beurteilung der Arbeitssituation sowie der Verbundenheit mit dem Arbeitgeber. Als Grundlage der empirischen Analyse dienen Daten aus zwei Studien, einer Mitarbeiterbefragung in Unternehmen unterschiedlicher Branchen und einer Befragung der Mitarbeiter in mehreren Landesbehörden. Die Analyse zeigt, (a) dass es sinnvoll ist, konzeptionell deutlich zwischen der Bewertung der Arbeitssituation und den Gefühlen zu trennen, die das Arbeitsgeschehen begleiten, (b) dass die Gefühlslage zwar in die Beurteilung der Arbeitssituation einfließt, die Teilnahmemotivation der Arbeitnehmer hiervon allerdings nur bedingt beeinflusst wird, nämlich (c) durch eine Verstärkung der Verhaltenswirkungen, die von der besonders günstigen bzw. ungünstigen Beurteilung der Arbeitssituation ausgeht.

Worauf sonst, wenn nicht auf Einsichten über das menschliche Handeln, sollte sich eine Personalwirtschaftslehre gründen? Schließlich geht es in der Personalwirtschaftslehre um die menschliche Arbeit, um deren Erscheinungs-, Organisations- und Verwertungsformen. Die Rede von einer verhaltenswissenschaftlichen Personalwirtschaftslehre bemüht daher ganz offenbar eine Tautologie. Womit kann sich also ein Aufsatz zum Thema „Verhaltenswissenschaftliche Personalwirtschaftslehre“ überhaupt befassen? Es bietet sich an, eine Begriffsexplikation zu versuchen, also eine Klärung der Frage vorzunehmen, was genau mit dem Ausdruck „Verhaltenswissenschaftliche Personalwirtschaftslehre“ gemeint sein kann.

2020|DOI: 10.48548/pubdata-1313Abstract Der vorliegende Beitrag beschäftigt sich mit den Arbeitsbedingungen unterschiedlicher Berufsgruppen. Grundlage des Berichtes sind die Daten des European Survey on Working Conditions aus den Jahren 2000 und 2005. Es zeigen sich einige bemerkenswerte Unterschiede zwischen den Berufsgruppen. Außerdem sind die Arbeitsbedingungen für die verschiedenen Berufsgruppen von unterschiedlicher Bedeutung für ihre Zufriedenheit mit den Arbeitsbedingungen. Insgesamt ist der Erklärungsbeitrag der einzelnen Arbeitsbedingungen für die Arbeitszufriedenheit zwar signifikant, aber nicht sonderlich stark. Körperliche Belastungen haben eine deutlich größere (negative) Wirkung als intrinsisch (positiv) motivierende Arbeitsinhalte. Große Bedeutung kommt eventuellen Gesundheitsgefährdungen zu. Wichtig ist außerdem die Übereinstimmung zwischen Anforderungen und Fähigkeiten.

2020|DOI: 10.48548/pubdata-1314Das vorliegende Heft berichtet über die Ergebnisse mehrerer empirischer Erhebungen, die sich mit dem Urteil von Arbeitnehmern über ihr Arbeitsverhältnis befassen. Befragt wurden Arbeitnehmer in sehr unterschiedlichen Beschäftigungsverhältnissen. Die Studie befasst sich mit der folgenden Frage: Verändert sich der Charakter der sozialen Beziehung zwischen Arbeitgebern und Arbeitnehmern innerhalb alternativer Beschäftigungsverhältnisse? Außerdem wird untersucht, wie sich diese Unterschiede in den Arbeitgeber-Arbeitnehmer-Beziehungen auf die Arbeitszufriedenheit, genauer: auf die Bewertung der Arbeit durch die Arbeitnehmer, auswirken. In den ersten Abschnitten werden die theoretischen Grundlagen der Studie erläutert. Anschließend werden die wichtigsten Ergebnisse der Studie präsentiert, und es werden theoretische Schlussfolgerungen gezogen.

2020|DOI: 10.48548/pubdata-1312Zusammenfassung: Der vorliegende Beitrag befasst sich mit der Frage,ob die Merkmale,die eine qualitativ hochwertige Arbeitsbeziehung zwischen Arbeitgebern und Arbeitnehmern definieren,auch verwendet werden können,um die Beziehung zwischen Selbstständigen und ihren Auftraggebern zu beschreiben. Untersucht wird hierzu die Einschätzung der Arbeitsbedingungen durch Freie Journalisten. Es zeigt sich, dass sich die Kriterien einer guten Arbeitsbeziehung auch auf deren Arbeitsbeziehungen anwenden lassen. In einem weiteren Schritt werden mit intrinsischen und extrinsischen Anreizen zwei ausgewählte Einflussgrößen betrachtet, die die Qualität der Arbeitsbeziehung bestimmen. Außerdem gehen wir auf einige Differenzierungen innerhalb der Gruppe der Freien Journalisten ein.

2020|DOI: 10.48548/pubdata-1310Problembeschreibung Ein Hauptmotiv für Personen, sich selbständig zu machen, besteht im Wunsch, Unabhängigkeit zu gewinnen (Galais 1996). Formal ist ihnen die Unabhängigkeit auch garantiert. Selbständige stehen in keinem Arbeitsvertragsverhältnis. Sie sind damit nicht den Weisungen eines Arbeitgebers unterworfen, sie arbeiten nicht in vorgegebenen Arbeitsverhältnissen, und sie können damit auch – zumindest prinzipiell– ihre Arbeitsbedingungen selbst festlegen. Nutzen Sie diese Freiheit zu ihrem Vorteil? Sind die Arbeitsbedingungen der Selbständigen besser als die der Arbeitnehmer? Im vorliegenden Beitrag soll unter anderem auch eine Antwort auf diese Frage gesucht werden. Ganz generell geht es aber darum, die Arbeitsbedingungen von Selbständigen zu charakterisieren. Als Datengrundlage dienen die Ergebnisse des European Survey on Working Conditions aus dem Jahr 2000.

Die Weiterbildung von Arbeitnehmern und Selbstständigen

2020|DOI: 10.48548/pubdata-1311Problembeschreibung: Wissen gilt zu Recht als wichtiger Produktionsfaktor. Sowohl Unternehmen als auch Arbeitnehmer sind darauf angewiesen, wenn sie sich in der „Wissensgesellschaft“ behaupten wollen, „Humankapital“ zu bilden, sich also Kenntnisse und Fähigkeiten anzueignen und diese ständig auf dem Laufenden zu halten. Eine besondere interessante, aber wenig untersuchte Gruppe bilden die Unternehmer und hier insbesondere die sogenannten Alleinunternehmer. Letztere sind in besonderem Maße auf die Sicherung ihrer Qualifikationen angewiesen, weil sie einerseits als Unternehmer besondere Kreativität und Flexibilität entfalten müssen und weil sie andererseits -ähnlich wie Arbeitnehmer- nur in beschränktem Maße auf Kapitalgüter zurückgreifen können, sich also bei der Entfaltung ihrer Unternehmertätigkeit im Wesentlichen auf ihre Qualifikationen stützen müssen. Entsprechendes Interesse verdient die Frage, ob sich diese Vermutung auch in der Realität bestätigt, ob Alleinunternehmer also in besonderem Maße ihre Qualifikationen pflegen und ausbauen.
